Tools for national implementation measures

NEW! New Zealand, Coordinator on National Implementation Measures, produced a short video to help States Parties implement the Convention’s provisions domestically:

 

A broad range of tools have been developed to assist States Parties to fulfill their obligations under Article 9 of the Convention.

  1. The ICRC model legislation for common law states that have produced, stockpiled, or been contaminated by cluster munitions, available in English, French and Spanish;
  2. New Zealand’s model legislation for states not directly possessing or contaminated by cluster munitions, available in ArabicChineseEnglish, French, Russian and Spanish;
  3. The ICRC domestic measures checklist to help states assess if existing national legislation and administrative measures are sufficient to ensure full implementation of the Convention;
  4. The Human Rights Watch’s paper on components of strong law and supporting examples;
  5. The CMC model legislation, following a report by Human Rights Watch and the Harvard Law School International Human Rights Clinic on key components and positive precedent for CCM legislation.

To date, 32 States Parties have indicated in their Article 7 transparency reports that they have adopted specific national legislation to implement the Convention. New Zealand, as Coordinator on National Implementation Measures, prepared a collection of these national laws which can be accessed here.
